Why human state belongs in the psychosocial safety conversation
A worker walks through the gate after barely sleeping.
A difficult conversation at home is still running through their head. Nothing has been resolved, and for the next twelve hours there's very little they can do about it.
By prestart, they look much the same as they did yesterday. The PPE goes on and the day's work begins. There may be no obvious reason for anyone around them to think their capacity has changed.
Later that morning, a supervisor gives them a short piece of feedback.
On another day, the comment may have landed exactly as it was intended. Today it feels critical. The worker reacts more quickly than usual, the conversation becomes tense and both people walk away frustrated by an interaction neither expected to have.
The workplace didn't suddenly become more hazardous. But the human being encountering it wasn't in the same state they were yesterday.
That distinction sits at the centre of a research report developed from three years of embedded counselling within a Western Australian mining operation.
Psychologist John Littler calls it the Amplification Effect.
What workers bring through the gate
Between 2022 and 2025, Littler recorded the issues raised through on-site counselling at a single Australian mine.
Across the three years, the data included 1,193 personal issue presentations and 1,042 workplace concerns.
Relationship difficulties appeared more often than any other personal issue. Anxiety and grief or loss were common, while workers also sought support around stress, trauma, financial pressure and other parts of life that don't disappear when a shift begins.
On the workplace side, communication was the most frequently raised concern. Workload and lack of support also featured heavily alongside conflict, career uncertainty and other recognised psychosocial issues.
The data streams were recorded separately to protect confidentiality, so they can't tell us that a particular personal problem caused a specific workplace response or incident.
Their value is different. They make visible something workplaces already know intuitively but rarely build into the way they think about safety: people don't arrive at work as blank slates.
They arrive after arguments and sleepless nights. Some are grieving. Others may be worried about money, a child, a parent or a relationship that is falling apart.
For many, none of this will prevent them from doing their job. But it may change the amount of capacity available to meet what happens next.
The Amplification Effect
Littler's observation is that personal emotional load can interact with workplace pressure in a way that changes how the situation is experienced and responded to.
A difficult workload may be manageable when someone is well rested and emotionally steady. The same demand may feel very different when that person has spent the previous night worrying about whether their relationship will still exist when they fly home.
Poor communication is still poor communication either way. The organisation remains responsible for addressing it. What changes is the person meeting it.
Littler describes this as an amplification effect: when reduced personal capacity meets an existing workplace stressor, the response may exceed what we'd expect from either factor in isolation.
The language is new, but the underlying idea has support beyond this report.
Researchers studying workers in two high-risk industries found that family interference with work was associated with poorer safety behaviour through cognitive failures such as problems with attention and memory. In the second workforce studied, psychological strain also helped explain the relationship between what was happening outside work and what happened once the person was on the job.
That gives the idea an important operational dimension. What happens at home doesn't always stay at home because the person who experienced it is the same person operating the equipment, receiving feedback and deciding whether something feels safe enough to continue.
State changes what becomes available to us
Most people have experienced the difference between knowing what to do and being able to access that knowledge easily when they're under pressure. Stress changes cognition.
A large meta-analysis examining acute stress found reductions in working memory and cognitive flexibility, alongside changes in the way attention and inhibition operate. The researchers described a state that can become more reactive to immediately salient information while making some forms of flexible thinking harder.
This offers one possible mechanism for what Littler was observing on site.
A worker can know the procedure and still have less cognitive space available to think through an unexpected variation.
Someone can understand that their supervisor is giving ordinary feedback while their stressed brain is already interpreting the interaction through heightened sensitivity.
A person may normally be capable of stepping back from conflict and seeing another point of view, but find that harder on a day when much of their mental bandwidth is already occupied elsewhere.
Capability hasn't necessarily disappeared. Access to it can change with state. This is an important distinction because workplaces often interpret behaviour as though it represents a stable quality of the person.
They're difficult.
They're careless.
They can't take feedback.
They're not resilient enough for the job.
Sometimes those judgements may describe an ongoing behavioural pattern that genuinely needs addressing. At other times, we're seeing a person operating from a state that has temporarily changed what they're able to bring to the interaction.
If we don't distinguish between the two, we risk responding to a capacity problem as though it's a character problem.
Home already follows people into work
The separation between personal life and working life has never been as clean as workplace language sometimes suggests.
Research on work-family conflict has consistently found movement in both directions. Pressure created at work can affect life at home, while family demands can interfere with work functioning.
The safety research makes this especially relevant in high-risk environments.
Johnson et al. (2019) found that family interference with work was related to workplace cognitive failures in construction workers, which then related to safety behaviour. Similar pathways appeared in a utility workforce.
This doesn't mean a disagreement with a partner becomes a workplace hazard in the same sense as an unsafe system of work. It means personal strain can alter the human capacity available to navigate the hazards that are already there. Australian mining research gives us good reason to take that interaction seriously.
In a multi-site study of 1,799 metalliferous mine workers, 44.4% reported moderate to very high psychological distress compared with 27.2% in a matched sample of employed Australians. Distress was associated with a mixture of personal, social and workplace factors, including previous mental health difficulties, poorer social networks and longer shifts.
Another Australian study of remote mining and construction workers found high or very high psychological distress in 28% of participants. Relationship problems, financial pressure, shift rosters and social isolation were among the stressors commonly reported.
The human experience arriving at site is already complicated before the day's psychosocial hazards are added to it.
The same demand can meet very different capacity
This may help explain something every experienced leader has seen.
Two people can encounter almost identical workplace conditions and respond very differently.
One receives blunt feedback and moves on. Another experiences the same exchange as deeply threatening.
One worker navigates an unexpected change in workload without much difficulty. Someone else becomes overwhelmed by what appears, from the outside, to be a manageable demand.
It's tempting to explain those differences through resilience, attitude or personality. Sometimes those things are relevant.
Capacity is also dynamic. The person who handled something easily last month may struggle with it today because something else is consuming the resources they normally rely on.
Research across workplace safety has already shown that safety outcomes are shaped by an interaction between the person and the conditions around them. Job demands, burnout and available resources all relate to the way people work safely, with supportive environments consistently emerging as an important workplace resource.
Human state adds another layer to that conversation.
A well-designed job can become harder to navigate when someone is emotionally overloaded. A person with excellent self-regulation can still be worn down by unreasonable conditions. Safety sits in the interaction.
Where responsibility still sits
This idea needs careful handling because it could be used badly.
If a worker is distressed and then experiences bullying, the answer isn't that their emotional state made them too sensitive. Bullying remains a workplace hazard.
If someone is already carrying significant pressure from home and is then placed under an unreasonable workload, their personal circumstances don't remove the organisation's responsibility to address the work.
Understanding the Amplification Effect should expand the safety conversation rather than redirect responsibility away from workplace conditions.
The organisation still needs to manage the hazards it creates or controls.
What Littler's work asks us to consider is the human capacity that encounters those hazards. That creates a different kind of prevention question.
Instead of waiting until someone's reduced capacity becomes visible through conflict, a mistake or a mental health crisis, what would it look like to help people recognise changes in themselves earlier?
The organisation doesn't need the private details of someone's life to do this well.
A worker shouldn't need to explain that their marriage is struggling before they can recognise, "I'm not operating at my usual capacity today."
A supervisor doesn't need to become a therapist to notice that somebody who is normally engaged has become unusually distracted or reactive.
The useful information is often the change in capacity, not the personal story behind it.
Building literacy around human state
We already accept fluctuating capacity in other areas of workplace safety.
Fatigue changes capacity. So do illness and physical injury. Workplaces have systems for recognising when those changes may affect somebody's ability to perform safely. Mental and emotional capacity is harder to see. That makes self-awareness especially relevant.
If workers can recognise the early signs that pressure is changing their attention or communication, they have a better chance of responding before the state takes over the interaction.
This may be physical. Someone notices they are holding their breath or that their body is unusually tense. It may show up in thinking, where a person becomes rigid, rushed or fixated on one interpretation of what is happening.
The point of developing that awareness isn't to make the worker solely responsible for managing every condition placed in front of them.
It gives them more information about the state from which they're making decisions. That information can change what they do next.
A person might ask someone else to check their thinking before proceeding. They may recognise that the conversation they're about to have needs five minutes rather than another impulsive response. Sometimes the right decision will be to say that they don't currently feel fit to perform a particular task safely.
These are human capabilities sitting underneath procedural compliance.
Prevention before behaviour becomes the problem
One of the most useful questions in Littler's report is remarkably simple:
What happened before what happened?
Workplace systems are usually very good at capturing what became visible.
An error occurred. Someone raised their voice. A worker stopped engaging or a conflict escalated far enough to become a formal issue. The investigation starts there.
A human-centred approach looks slightly earlier.
What state was the person in before the interaction occurred?
Was their attention already compromised?
Had workplace pressure been accumulating alongside something significant outside work?
What did they perceive in the moment, and how might that perception have been shaped by the capacity they had available?
These questions don't replace the investigation into workload, leadership behaviour or procedural controls. They help explain why a particular interaction unfolded the way it did. That is where prevention becomes more intelligent.
If we only manage behaviour after it becomes visible, we spend a great deal of time at the end of the chain.
What this changes
Psychosocial safety has rightly increased organisational attention on work design, leadership behaviour and workplace hazards. The next development may be learning how to see the human being who encounters them more clearly.
That means becoming interested in capacity before someone reaches crisis.
It means giving workers enough knowledge of their own stress responses to recognise when their state may be affecting the way they think or communicate.
And it means creating a workplace where acknowledging reduced capacity can lead to an appropriate response rather than being interpreted automatically as weakness.
The Amplification Effect is still a developing idea. Littler's report comes from one mining operation, and the counselling data can't establish a causal equation between personal emotional load and workplace incidents. It doesn't need to.
Its contribution is that it makes visible a part of safety we rarely measure and asks a question the broader evidence says is reasonable to keep asking.
The hazard doesn't meet an identical human being every morning. Capacity moves with sleep and stress. It changes through what happens at work and what a person carries home with them afterwards. Whatever remains unresolved may return through the gate on the next swing or the next morning.
That feedback loop is part of the reality in which work occurs.
When we understand the state of the person beneath the behaviour, we have more information about what may happen next and more opportunity to intervene before somebody's lowest-capacity moment becomes the moment by which they're judged.
Why this matters to our work: The Human Impact Project develops awareness of the human state that sits underneath workplace behaviour, alongside responsible work design and accountable leadership. People don't leave their biology, relationships or life experience at the gate. Understanding how those factors influence capacity gives workplaces another place to prevent harm before it becomes visible.
